Are you talking about Istant Messenger (green people in your system tray) or
Messaging service?
In first case normally you should open local group policy in mmc.exe and
check corresponding values. BUT: this makes Outlook Express to hang ~1-2 min
when starting. So another good way - is deleting msmsgs.exe and creating a
folder with name "msmsgs.exe" (to prevent restoring this app by Windows File
Protection
In second case (net send) you should disable a correcponding service in
"Services" mmc's applet.
