I'm not sure if this will help but try this,
put the file in USERS start-up menu. This will have the
file automatically run on start-up but will not give
access to all users. Just that one user. If you want to
give access to all users, have to run as a "Task" for all
users on logon. Hope this helps. Let me know if it works.
