win 98 cleints cannot change password

Hi all -
Odd thing here and I cannot find a single posting about
this. I recently installed Exchange server 2000 trial
version on my PDC. My clients are required to change
their passwords periodically. The windows 2000 pro
machines can change password fine but the windows 95/98
machines cannot. They get the message "Access has been
denied". Anyone know why?
I did install the DSClient for Win98. I have found no
documentation for it and thus do not know how to use it.
Near as I can tell it is entirely transparent to the end
user.
