Account keeps getting locked out

This is what was happening to a few of our technical
support staff who had just changed their password and
their accounts kept getting locked out. They were using
terminal services to connect to a server and although they
signed off the session, the server still thought they were
connected and kept attempting to send login information
about their session to the Domain Controller. We tried
stopping and starting the Terminal Server services but
that wouldn't work right for some reason. We therefore
were forced to reboot the server on which the problem
session was running. After that, their accounts stopped
locking.
