First, use gpedit.msc to change the setting. However, often this does not
automatically loosen that setting up... it just permits you to manually
loosen the setting up. The second step is to search www.google.com for the
name of the security setting you just changed as listed in the MMC in order
to find the corresponding registry value or other location for that security
setting, and change that setting.
