"not defined" in GP

Hi, There are some parameters are stated as "Not Defined" in Group Policy.
What does it mean:
-no one (including admin) can do nothing, or
- everyone can do this thing???
which one is true for "not defined" or the best is always assign some users
to parameters, instead of "not defined"?
