Local Security Policy resets after reboot

I am trying to make this computer be available to other
computers within the same workgroup - not domain. And
every time I set user rights assignments, it gets reset
upon the reboot of the system. I need to know why it is
doing it and how can I fix this? Any help would be
appreciated.
