Disabling Desktop Properties

hi!!
im a new user to Windows2000. i want to disable desktop properties for all
users on all client machines (using windows 2000 Professional) except
Administrator. and want to hide all partitions of workstaions HDD for all
users.
i've seen this kindf security implemented but i just want to know how can i
impliment it on my network?
