disabling "add network place"

I'm running Windows 2000 on a peer network (FAT32) in a
training centre. The administrative machines are on a
different workgroup than the training machines so they
don't show up in 'Computers Near Me'. I've also created
hidden shares and disabled browsing by using 'Entire
Network'. The big hole I have though is the "Add Network
Place" wizard, which I would like to disable. I couldn't
find the proper setting in the various security policies
but I'm sure its there if someone could point me in the
right direction. BTW upgrading to NTFS or Server is not
what management wants right now.
