Running program in its own space?

Is it possible to make a complete virtual machine to run programs in?
What I need is for a program to "see" any folders I set as systemroot or
other folders. As an example, I run a few kid's games wich isn't made for
Windows 2000. So lots of these games save their settings on systemroot and
stuff like that. And because of this I have to open up security on these
folders, witch is very bad. But by running any program in it's own space I
can totally override where it saves and install files...
Can this be done native in Windows 2000, or with a 3rd party program maybe?
If not, can XP do it? Or what about future OSes?
