Wait, wait, I thought of a better idea. Assuming the problem is the deny
everyone permissions to the root of C: [and possibly the windows folder, the
program files folder, and the documents and settings folders as well], boot
to Recovery Console mode and use the CACLS command to change permissions on
the root of C: [especially the four or so NT boot files] and to check the
permissions on the other folders. If you are denied access, then you will
need to use the TAKEOWN command from the Windows resource kit to try to take
ownership first. The Win RK is not free [though AFAIK it comes with
Technet]. I believe there could be some restrictions by default on whether
you are able to copy or execute programs from the floppy drive, more
information is at www.microsoft.com/support if you search for "Recovery
