I could be wrong but I would expect that you would need to make this change
on the workstations, since if you want the popup to appear before the person
logs into the server, the computer still does not have any idea which server
if any the user is going to log into, and probably also does not have
sufficient permissions to get things like logon banner off of the server.
Doing this has the benefit of users still getting the warning banner even if
they log in locally to the workstation.
If you don't have control over every computer out there, you could also add
a warning banner to the login script, although there is no guarantee that
the login script will run correctly or will be cancelled by the user.
However, if the intent is to cover your butts legally in terms of being able
to monitor and prosecute unacceptable activity, I would think that just
putting the banner on the server is enough to hold up in court. If the user
cancels the logon script, the argument could be made in court that by doing
that they accepted the conditions of the warning banner.
