Set privilages to format a compact flash card

Could anyone please tell me how I can give a user access
to format a Compact Flash card through a USB reader (it
appears as another drive). I have him set up as a standard
user, but one of his daily tasks is to format several
Compact Flash cards. I even set him up as a power user,
but I am still told he doesn't have sufficient privileges.
