You'd need something the equivalent of a BootP table that will assign
IPs based on MAC addresses and allow what it can and can't do beyond
that point. Because any user can manually assign their IP if they
think their Admin is blocking their machine IP, they can't reconfigure
a MAC address. You'd have to do some research into the methodology.
