Task Manager isn't functioning

I am on a corporate network so when my account was created it did not have
local machine administrator privileges. Now I have those privileges, but
task manager still will not work. When I hit ctrl-alt-delete and choose
task manager, nothing appears. When I hit ctrl+shift+escape, nothing
appears. However, when I run taskmgr.exe manually (from cmdline, run dialog
box) it pops up and displays normally. So if explorer crashes, I do not
have the ability to invoke taskmgr.exe. Has anybody run into this problem
and have a possible solution?
