access denied to security policy?

I have no idea what is causing this. Also when I try to do anything
with Local Security Policy:
"Windows cannot open the local policy database."
"Access is denied"

I have just Win2000 Pro on my home computer. Iv'e looked in the
troubleshooting section of security, but It's confusing and I don't
have active directory.

Also, I don't know if this has anything to do with it, but when I
restarted my computer finally, it told me I did not have a pagefile.
and had to make a new one, which I did.

Any ideas?
