Usually means permission denied.
Here's my workaround for this problem.
Logon to another domain as administrator
go to the command line, type
net use \\computername\c$
This should prompt you for the password of the administrator account
on the domain you are trying to fix. (because win sends your login
name, then prompts you for the password.
after that, ntrights won't give you the openpolicy error anymore.
Worked for me.
