Administrator help desk personnel manage

We also created a custom MMC, but during our migration to
2000 we could not lock down there permissions, so we gave
them full access to create and modify accounts. Now in our
helpdesk we need 2 sets of MMC with different permissions.
Is there any tutorials on this issue anywhere? Now that
our migration is complete, we want to work on locking
everything back down.. everyone at this time has to much
access and we have helpdesk analyst taking us
(administrators) out of distro lists that we have added
ourselves into...
