      Windows 2000 does not have high encryption installed by default. I
suggest install at least service pack 2 (which includes it) or high
encryption pack. You said you did a reinstall, therefore I HIGHLY recommend
you go to Windows Update and download/install all critical updates first -
that should take care of the problem. You do not have to install the
Internet Explorer critical updates for versions you are not using. If you
are in a hurry just install the high encryption pack first. Good luck. ---
