Administrator help desk personnel manage

How can I have non-Administrator help desk personnel
manage the Account options for users.
I need to let my help desk group change the user must
change password at the next logon.
I created a mmc and gave permission to do this task but
after they put a check in the box and call user the user
states there not forced to change password.
