Block internet access for users not logged on to domain

In a network where DHCP is used to PC configuration, is there any way to
prevent users from having access to the internet BEFORE they log on to the
domain? Users who have laptops and travel are just plugging in and browsing
without logging on to the domain in order to avoid getting security policies
pushed down to their machines.
