local policy

I created a new user in the default users group, and
logged off to test the account, and I recived an error
message stating that local policy prohibited this user to
log on interactively. So I tried to edit my local security
policy in administrative tools, and it said access to the
database was denied. I am logged on as administrator and
can not edit my local security policy. If anyone could
advise it would be appreciated.
