What equipment is dividing your subnets? When a
workstation boots up it sends a broadcast message that it
needs an IP address. If the routers you are using to
create the subnets do not forward this broadcast message,
then no IP addresses will be issued by the DHCP server.
You will need to configure the routers or setup a DHCP
relay agent in the subnets. It is easy to check if the
DHCP requests are getting through. On one of the
workstations check the IP address, if it is in the range
of 169.254.xxx.xxx with a subnet mask of 255.255.0.0 then
the workstation is unable to contact a DHCP server.
