Administrative privileges

I had a new computer built, it has Win 2000 pro. I
boought Works 7.0, it will not allow me to install because
I need admin privileges, I log on as administrator, and I
still cannot. I called the guy who built the computer,
and he said it should work, there is no password set up.
I need help, I don not have much faith in him now. How can
I fix the problem?
