Access Rights of Start Menu in c:\ for Win 2k Client

Hello

I've a shortcut (Shortcut to A.exe) which I would like to
make use of NetLogon
to propogate it to all users' "c:\Documents & Settings\All
Users\Programs\Start Menu\"

But the Start Menu folder has been set as Read Only
property by the administrator for all users. As such when
I tried to copy the Shortcut over, it gave me "Access is
denied"

Would like to enquire if there is any way whereby I can
set the access right to Write in NetLogon in order to
propogate the file to the Startup Folder.

Any alternative solution is greatly appreciated.
