access/file/folder rights

Hello,

Does anyone know of a way to limit a user's ability to create folders in a
directory?

This is what I would like to do:
I have granted a user right into a folder and permissions to create new
items in that folder. I would like the user to be able to create files, but
not able to create folders within this location.

Should also be able to read everything that is already there of course.
