Yeppers... this is something that I investigated myself, recently.
It's actually some sort of spamming.
It's not a bug, but a "behavior by design"...
The "windows messenger" service allows third-party companies to
make messages like this pop-up on your desktop, and yes the
corresponding thread is in csrss.exe, but it comes indeed from
the messenger service. It will pop-up even if messenger itself
is not connected; it only needs to have the service launched,
which happens as soon as Outlook express is launched. So while
you are reading your e-mail, browsing newsgroups...
There is no other workaround so far, than not using windows (or
msn) messenger, nor Outlook Express... this is what I resolved
to do. I never used Outlook for e-mail anyway... just newsgroups.
So now, I use Mozilla for newsgroups... and an Open Source client
for MSN Messenger...
