To disable access to Task Manager, you can just deny all rights to %WINDIR%\system32\taskmgr.exe.
This can be done with Explorer's Properties>Security tab
All potentially harmful utilities can be disabled that way.
AFAIK, the contents of the menu activated by Windows key is a matter of Policy Editor.
