Administrative Tools - Viewing Only?

I'm looking for suggestions how to set up the
Administrative Tools folder and Task Manager for viewing
only for a performance group within the company. We want
this Group to be able to have visibility into Production
servers, but not be able to make changes, only
recommendations for Operations to act upon. Thanks for any
help.
