Setting and restricting user rights in W2k

Hello,
I am trying to set up user accounts in my office. What I
would like to do is set these accounts with very
restricted rights. For example; screen savers and
backgrounds must not be able to be set by the user. They
must not be able to install applications or drivers. I
know that I can set the restriction for the drivers in the
local policies settings, but I am stumped on the other
issues. Any help would be great.
