Password required to access IPC$ share

When I attempt to access a Windows 2000 Server system
without being logged onto the domain, I get prompted with
an "Enter Network Password" dialog box.

Is there any way to set the permissions on the IPC$ share
to allow unauthenticated users to access the list of
shared folders?
