Any chance NTFS disk quotas are enabled? Or Group Policy / mandatory
profile settings to restrict changes to the desktop? [If this is the case,
you also wouldn't be able to copy a file like a word document to the
desktop.]

Try searching for that error message at www.microsoft.com/support or
www.google.com? I tried doing the search for you, but wasn't sure of the
exact, word-for-word error message.

You could also try logging in as a different user and repeat this to see if
just one user profile is affected and/or rename the user's profile under
c:\documents and settings\ in case the profile has become somehow corrupted.
