Access to shared directories through LAN

I am running Windows 2000 Pro on a LAN that does not use a domain server.
There are computers on the LAN that run Win98, WinXP, and Win2000.
I have created users belonging to the Users group and a new local group
that has "deny logon locally" set -- the idea being to allow my colleagues
to access shared dir/files while preventing them from using my computer.
I have two questions regarding this setup:
1) Can users belonging to these two groups change their password remotely?
And if so, how?
2) When I create a user with "User must change password at next logon",
that user (also running W2kpro) does not get prompted to enter
username/password, nor prompted to change the password. Instead, it only
gives an "...access denied..." when the user tries to click on a shared
folder. Note that the shared folder has "Read" permission set and NTFS
security set to "Full Control" for "Everyone".
Any help would be greatly appreciated.
