The administrator account may be disabled, but can't you temporarily
re-enable it? You should be able to do this from any Adnistrator account.
You can also change the Administrator account password from that account.
If you have not deleted the account of the user who left, you can change
their password from an administrator account, then login as them to access
the encrypted files.
