Copying files like this will always cause the NTFS permissions to change.
You have a few options:
1) use your favorite backup software or the NTBACKUP command to back up the
files and restore them
2) use the XCOPY /O command
3) use one or more tools from the Windows Resource Kit [I don't have the
exact commands in front of me]
