EFS Recovery Agent

Is it possible to assign the Recovery Agent to a userid?

Had an employee leave the company and encrypted some
files. EFSINFO reports only <domain>\administrator
account has this capability. We intentionally disabled
this account for security purposes.

Tried recovering these files using Q313277 but no accounts
have the Recovery Agent assigned against them.

Am I outta luck?
