Local Security INF file

Currently we are a Windows NT 4.0 Domain with many Windows 2000 and XP
workstations. Our Corporate head office has dictated that we need to apply
local security settings on these desktops using a variation of the
NIST2KWS.INF file (from the National Institute of Standards and Technology)
and Microsoft's HISECWS.INF file. My first question is does any one know
where I can get a copy of the NIST2KWS.INF file? I tried searching the NIST
site but could not find the file. Secondly is SECEDIT the best way to
deploy the new INF security template that I build or is there a better
(free) tool available?

Any help that can be give is greatly appreciated.
