Admin Shares accessible by everyone

We have recently upgraded our WinNT 4.0 domain to a Win2K domain, and some
security issues have arisen. For one thing, the administrative shares (C$,
D$, etc.) on domain servers are now accessible by all users (mapping AND
file access), even those on workgroups outside the domain. I have a feeling
that this is a result of the upgrade process, and would not have happened
were it a clean Win2K domain install (I've never experienced it on clean
installs before). I would appreciate a place to start looking in terms of
solving this critical problem.
