securing w2k clients

Is there a way to prevent a w2k client from accessing or
changing their static IP address? I've used Poledit to
make this possible on 98x and NT boxes but it doesn't work
on 2000. I don't really want to change the users
profile. They have admin rights locally to their
machine. I'm running an NT domain as well. If I change
the profile to a standard user, some of our own program
will not run plus the user loses all of his or her
configuration. Is there a way around this? All I want to
do is stop a user from changing their IP address.
