Local Security Policy Not working

Hello,
I am trying to deny logon to specific servers to specific users. If I use
the "Local Security Policy" to "Deny access to this computer from the
network", it does not seem to work. If I use the "Deny access to this
computer from the network" that is located under "Domain Controller Security
Policy", it works fine.

The computer is question is an Active Directory server. Does anyone know
why this would fail to work using "Local Security Policy"?
