Trouble accessing files from Administrator account.

I have a directory called CreditReports. I want the users to be able to
write to this folder from their machines, but not be able to edit or delete
or even read from this folder. In the process of setting this up I have
somehow removed my ability to read the files from the Administrator account,
and I can't get it back. I have set the owner to Administrator for all files
in the directory. I have all files inheriting permissions from the parent
directory, "CreditReports". I have assigned Full Controll to Administrator
to the directory. I have checked the permissions on the files by selecting
all and going to the security tab and verifying Full Controll for the
Administrator, and by checking the "Reset permissions on all child objects
and enable propogation of inheritable permissions" check box on the advanced
security tab and then hitting apply and watching it update the files. And
then when I try to open a file it says "Access Denied". Does anyone have any
idea why this might be happening. Where do I look to troubleshoot this kind
of problem. Is there any way to find out why something is denied when it is
denied?
