SPE for win2k

All right I am new to this so don't eat me alive. I'm
looking to use SPE to restrict individual local users on
machines in an acadmeic lab. I can build a policy but have
no idea how to stick it to a single selected user on a
local machine. All the docs I see talk about GP and
domains. I have standalone machines that only use
networking for a gateway I want SPE style control over
each local user present the machine.

Kindly, some pointers and resources please.
