Policy Editor Compatibility

I have been using Poledit.exe on Win2000 Pro SP1 to specify user-specific
policies. (Logging on as an administrator yields a policy which is different
to logging on as another user).

This worked fine until we upgraded to SP2 where Poledit.exe seems to be
incompatible with the registry. According to Microsoft documentation, what I
need to use is the Group Policy Editor (gpedit.msc) but this is only machine
specific, not user specific. Can anyone suggest a solution?
