Disable 2000 Professional Joining Domain

Dear All:

Is it possible to set the Active Directory Security in a
way such that only Domain Administrator can join
workstation to the Domain. Currently any user who has an
account in the domain can make the workstation join to the
domain by using the Network ID located in System
Properties Applet.
