syscfg32.exe accessing the internet?

i am running win2k with a cable modem, and i've recently
noticed an extremely large volume of activity on the modem
when, in fact, it should have been idle. suspecting a
security problem, i installed a firewall, which eventually
told me that the file syscfg32.exe was trying to access
the internet. i denied the program permission, and the
modem became idle, as it should have. does anyone know
why this file would be trying to access the internet, and
if it is indicative of a problem?
