I have a strange comportment of Windows 2000 server, which
is a PDC.

I was unable to use "Active Directory Users and Computers"
tool.
Using the MS Q257346 article "Access This Computer from
Network User Right Causes Tools Not Work" I repaired the
problem, but at the next logon I see the "secedit"
program running and everything starts from beginning.

Is It a know problem?

Thanks!
