End user local/domain accounts

Is everyone restricting their users to "user" accounts?
Im trying to fight the battle of "we need to be
administrators of our OWN computers". I have taken the
responsibility to install all software needed, when needed
but this is not good enough. I do not want to elevate
priviliges @ all.

What to do? Are there any good resources documenting why
an enterpise needs their desktops secure in this mannor?
