Activex and Terminal Services Strangeness

I'm having something dead weird happen
I'm tryin got get a certificate installed on a remote machie so i can play
with the ipsec / x509 stuff Via Terminal Services
However, when i go to the relavent pages (on
http://certserv.etc.com/certsrv), the browser sits there showing the green
"Downloading Activex Control" box in teh middle of the screen, but never
actually installs anything. Teh server works like a dream on a box that i'm
not terminal servicing to, but it just does not work through rdp / terminal
services.
I've tested this on several servers, but to no avail.
They are all win2k sp3
IE 6 sp1 and IE 5.0 fail in the same way.
I have tried to turn down / off ActiveX related security controlls, that
makes no difference either
Q326782 has been tried on both test servers, also to no avail.
Any thoughts anyone ?
