That applies only if your computer is joined to a Windows 2000 or newer
Active Directory domain. As a workstation in a workgroup instead of a
domain, only local group policy will apply.

Domain group policy settings would be defined within Active Directory and
are stored on domain controller servers. You can use the Group Policy MMC
or the Active Directory Users and Computers MMC, among other tools, to do
this.

It sounds like you should just set the local policy.
