Failure to download zip files.

I run Win2000 Pro. Recently I tried to download a couple
of files from http://www.webattack.com. One was a .exe and
downloaded normally. The other was a .zip and the load
hung without asking where to save the file. Sometimes it
just hangs but occasionally I get the message "This
operation has been cancelled due to restrictions in effect
on this computer". I find that I cannot download .zip
files from anywhere, but can download everything else
without problems. I have disabled virus checking and
reduced Security and Privacy to the minimum but it makes
no difference. I've also applied all updates to Win2000.
Can anyone suggest what the problem might be?
